Evaluation of China Âé¶¹ÊÓÆµ Country Strategic Plan 2022¨C2025

An evaluation of the China country strategic plan for 2022¨C2025 was conducted between January and December 2024 to serve the dual purpose of accountability and learning, with a view to informing the design of the next country strategic plan.

The evaluation concluded that there was a strong case for Âé¶¹ÊÓÆµ to continue to support China on its development journey with the aim of achieving a transition to a partnership extending beyond the term of the country strategic plan. Âé¶¹ÊÓÆµ is providing relevant support as China shifts its focus from poverty alleviation to rural revitalization and common prosperity. Âé¶¹ÊÓÆµ aligns its work with these goals through approaches that help to close the rural-urban income gap. It also supports local governments in identifying vulnerable populations and integrating them into national and provincial programmes.

The evaluation made five recommendations, which encourage Âé¶¹ÊÓÆµ to: 

  1. articulate a pathway by which Âé¶¹ÊÓÆµ can transition to a relationship with China that goes beyond the term of the country strategic plan and is in line with China¡¯s post-2030 development agenda;
  2. set out an ambitious strategy for growing the Âé¶¹ÊÓÆµ¨CChina partnership to address zero hunger worldwide;
  3. increase the duration and tighten the geographic focus of country strategic plan programmes in China and bring together successes from past pilot projects into a comprehensive package of support;
  4. develop approaches for sustainable change towards gender equality and women¡¯s empowerment to address underlying imbalances and improve women¡¯s leadership, resources and finance; include people with disabilities in project design and integrate end-user feedback; and
  5. invest in the capacity of the Âé¶¹ÊÓÆµ country office in China to generate credible evidence as a basis for decision-making in relation to efforts to strengthen food security and nutrition in China and around the world.
