Tanzania, Evaluation of the Farm to Market Alliance (FtMA) Programme for Strengthening Inclusive Markets and Partnerships for Sustainable Food Systems (2022-2025)

This report provides an independent assessment of the Farm to Market Alliance (FtMA) Phase II Programme (2022¨C2025). It presents key findings, lessons learned, and recommendations from the decentralized evaluation of FtMA was implemented across six regions.

The Tanzania FtMA Phase II programme is a public¨Cprivate, multi-stakeholder platform managed by Âé¶¹ÊÓÆµ, designed to enhance the resilience of smallholder farmers (SHFs) by improving access to productivity-enhancing services and structured offtake markets. Interventions were organized around four pillars: (i) Farmer Service Centre (FSC) network building; (ii) enhancing farmer productivity; (iii) market linkages; and (iv) farmer and FSC digitalization. 

The evaluation serves two complementary purposes: accountability and learning. Regarding accountability, it assessed the extent of achieving intended results and whether resources were used efficiently and appropriately. From a learning perspective, the evaluation identified good practices, operational challenges, and strategic lessons.
